Does anyone remember this Halloween special?

I'd guess it's from at least fifteen years ago, but really I have no idea. It was a live-action show featuring most of the classic monsters (Dracula, a mummy, Frankenstein's monster, etc.), who were introduced in a scene where they each appeared one by one and were given a formal introduction. I feel like they were maybe having a party or something. It wasn't supposed to be scary, it was played for laughs, and I don't remember how long it was, although I doubt it was feature-length. I don't remember the plot at all except for one scene where Dracula is flying back to his castle as a bat because he needs to get back to his coffin before the sun comes up, and he thinks to himself something like "I hope Igor remembered to leave the window open" and then he just flies smack into the window. Also there may have been some pictures or statues that came to life at one point and threatened the monsters, but that also might not have happened.

Any of this sound familiar?

Could it be The Halloween that Almost Wasn't? It's from 1979, but was shown on the Disney Channel until the late 1990s.
